Joe Starr

Joe Starr, PE, is a seasoned professional with extensive experience in the consulting engineering industry. Currently serving as Vice President, Senior Principal, and NC Regional Manager at Terracon since August 2017, Joe leads the regional growth initiatives while fostering strong client partnerships in the A/E/C sector. Previous roles include Senior Consultant and Raleigh Branch Manager at Hart & Hickman, where Joe achieved significant revenue growth, and Program Manager/Senior Environmental Engineer at Solutions-IES, focusing on federal contracts and sales strategy. Joe's career began at Froehling & Robertson, where as Regional Director for Environmental Programs, strategic business plans were developed to spur growth. An MBA in Technology Commercialization from North Carolina State University complements Joe's foundational BS in Environmental Engineering from the University of Vermont.
