Paul McNulty

Deputy Director, Scottish Procurement Directorate at The Scottish Government

Paul McNulty has extensive experience in public procurement and policy, currently serving as Deputy Director of the Scottish Procurement Directorate within the Scottish Government since December 1998. In this role, Paul is responsible for advising Ministers on policy, developing strategy and legislation, and managing e-commerce systems, including considerations related to EU procurement law. Prior to this, Paul worked at HM Treasury from September 1985 to December 1998, where various roles were held in areas such as finance, pay, management accounting, and procurement policy, including a secondment in finance. Paul holds a Bachelor of Arts in Political Science and Government from the University of Liverpool and attended Clitheroe Royal Grammar School.
