Andrew Flanagan serves as the Town Manager for the Town of Andover since October 2015, bringing extensive experience in municipal management. Previously, Flanagan held the position of Deputy Town Manager for the Town of Arlington from May 2012 to October 2015 and served as the Director of Policy & Administration in the City of Newburyport from July 2010 to May 2012. Flanagan began the career in municipal services as the Coordinator of Municipal Services at the Metropolitan Area Planning Council from August 2008 to June 2010 and as the Assistant to the Town Manager in the Town of Winthrop from 2006 to August 2008. Flanagan earned a Bachelor of Arts in Public Administration from Stonehill College and a Master of Public Administration from Northeastern University.
