Gavin Kelly serves as the Head Of Technology and Digital Solutions (CIO) at Unitywater since July 2018, where responsibilities include leading technology and digital functions, aligning ICT investment with strategic goals, and leveraging existing assets for digital service offerings. Prior to Unitywater, Gavin held the position of Director in Digital/Technology Risk Transformation Advisory Services at EY from January 2015 to June 2018, focusing on digital risk management and GRC technology enablement. Gavin's career includes roles as Senior Manager in both EY's Advisory Services and Infrastructure Risk, and Senior Manager IT Governance at Bank of Queensland, emphasizing IT governance, risk management, and disaster recovery. Earlier experience includes positions at Riskgo Secure Technologies, where Gavin directed technology consulting, and EasyPay, in roles ranging from Information Technology Governance Manager to Systems Engineer. Educational background includes attendance at Wynberg Boys High School from 1983 to 1995.

Unitywater provides essential water supply and sewage treatment services to residents and businesses in the Moreton Bay, Sunshine Coast and Noosa regions. Every day Unitywater operates and maintains more than $3.4 billion of essential infrastructure, delivers quality drinking water and treats 60 Olympic-sized swimming pools worth of sewage for over 17% of Queensland’s population, spread across 5223 square km. Operations began on 1 July 2010 under the South-East Queensland Water (Distribution and Retail) Act 2009, as part of the Queensland Government water reform program.
