International Cyber Policy Advisor at CISA

Francesca Spidalieri serves as the Section Chief for Europe Engagements at the Cybersecurity and Infrastructure Security Agency, a position held since September 2023. Previously, Spidalieri worked as a Program Advisor for the Global Forum on Cyber Expertise, providing consulting services for the 2023 Global Conference on Cyber Capacity Building, and as a Sr. Cybersecurity Consultant at The World Bank, where strategic support was offered in integrating cybersecurity into digital development projects. As an Adjunct Professor at Salve Regina University, Francesca designed and taught a graduate course on Management of Cyber Opportunities and Threats, and also led the Cyber Leadership Project at the Pell Center. Additional roles include serving as a Cybersecurity Subject Matter Expert for the International Telecommunication Union and providing strategic consulting services at Hathaway Global Strategies LLC. Francesca's educational background includes a Master’s degree in International Affairs from The Fletcher School at Tufts University, along with various advanced studies in international relations and languages.
