Job description

The HR Operations Manager is responsible for ensuring compliance with labor laws and regulations in the Philippines. Acting as the primary liaison between the International Employer of Record (EOR) and the VP of HR based in the US, this role is critical to supporting our global workforce. The HR Operations Manager will oversee payroll accuracy, maintain compliance, and facilitate the implementation of HR policies and initiatives in alignment with both local and global standards. This role will also handle HR support for Philippines-based employees, including onboarding and offboarding, employee relations, and benefits coordination. It requires a proactive, detail-oriented professional who thrives in a cross-cultural, fast-paced environment and has a passion for international HR practices. This role will join the MaryRuth’s Human Resources team, reporting to the VP of HR. This is a full-time (40 hour/week), paid, salary-exempt, remote position requiring working a US timezone. This role has a compensation range of $30,000 - $35,000 USD/year.

Responsibilities

Compliance & Labor Law Expertise:

  • Stay up-to-date with Philippines labor laws, tax requirements, and statutory obligations to ensure full compliance.
  • Advise leadership on local labor regulations and recommend policy updates as necessary.
  • Review and maintain employment contracts and other HR documentation to ensure legal accuracy and compliance.
  • Support internal and external audits related to payroll and compliance matters.

EOR & Stakeholder Coordination:

  • Act as the primary point of contact between the EOR and the HR team for all Philippines-based HR operations.
  • Collaborate with the EOR to ensure seamless service delivery, including payroll, benefits, and contract management.
  • Serve as the local HR expert for the VP of HR and other international stakeholders, providing insights and recommendations on Philippines-specific matters.

HR Operations:

  • Support onboarding and offboarding processes, ensuring a positive experience for new hires and departing employees.
  • Provide guidance on employee relations issues, escalating complex matters to leadership as needed.
  • Partner with the global HR team to implement and localize global HR initiatives and policies.
  • Coordinate with the EOR and benefits providers to manage employee benefits effectively.

Payroll Administration Support:

  • Partner with the Payroll Specialist in overseeing the end-to-end payroll process for Philippines and Mexico-based employees, ensuring accuracy and compliance with local labor laws.
  • Support the Payroll Specialist in processing payroll, verifying inputs, and resolving discrepancies promptly.
  • Ensure all tax deductions, statutory benefits, and employee compensations are processed in line with Philippines labor regulations.
  • Respond to payroll-related employee queries, providing timely and accurate resolutions.

Compensation & Benefits Administration:

  • Oversee the enrollment, updating, and termination of employee benefits such as HMO, group insurance, and other perks.
  • Address employee inquiries related to benefits and resolve issues promptly.
  • Conduct regular reviews of compensation structures to align with market standards.

Advanced Data Analysis and Reporting:

  • Use advanced Excel techniques to analyze payroll trends and generate management reports.
  • Maintain and update dashboards for payroll and benefits utilization metrics.

Policy Development and System Optimization:

  • Develop and refine payroll and benefits policies, ensuring they are fair, transparent, and compliant.
  • Maximize HRIS functionality to streamline payroll processes.

Process Improvement & Strategic Support:

  • Identify and implement process improvements to enhance payroll, compliance, and overall HR operations.
  • Analyze payroll and HR data to provide actionable insights and support strategic decision-making.
  • Collaborate with the global HR team to align Philippines HR operations with company-wide objectives.

Other:

  • Other duties as assigned.
  • Some travel (<5%) may be required on an as-needed basis, with advance notice provided to the employee.

Qualifications

  • Strong background in Philippine labor law and compliance.

  • Bachelor's degree in Human Resources, Business Administration, or related field or equivalent experience.

  • At least 5+ years of human resource and payroll management experience is required.

  • Excellent verbal and written communication skills.

  • Excellent interpersonal, negotiation, and conflict-resolution skills.

  • Excellent organizational skills and attention to detail.

  • Excellent time management skills with a proven ability to meet deadlines.

  • Strong analytical and problem-solving skills.

  • Ability to prioritize tasks and to delegate them when appropriate.

  • Ability to act with integrity, professionalism, and confidentiality.

  • Thorough knowledge of employment-related laws and regulations.

  • Proficient with Google Suite, Microsoft Office Suite or related software.

  • Proficient with Asana & Slack, preferred

  • Proficiency with or the ability to quickly learn the organization’s HRIS and talent management systems.

Physical Requirements

  • Must be able to exert up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects, including the human body.

  • This role involves sitting most of the time, but may involve walking or standing for brief periods of time.
