Earlier roles also include Senior Structural Engineer at Weidlinger Associates (1995-1997) and Structural Engineer at Bettigole Andrews and Clark (1993-1995). Eugene holds a Master of Science in Bridges and Tunnels from Moscow State University of Transport (MIIT), earned from 1978 to 1983.
